Illuminazione pubblica: con LED si risparmierebbero 200 milioni

Carlo Cottarelli, commissario alla Revisione della spesa pubblica, ha suggerito nel suo blog di «spegnere le luci non necessarie», date che con «città più al buio si risparmiano 200 milioni di euro». Secondo il commissario in Italia si spende per illuminazione pubblica oltre il doppio della Germania e Gran Bretagna, e un terzo in più della Francia. Il commissario della spending review, Carlo Cottarelli ha pubblicato nel suo blog che gli analisti economici delle banche internazionali guardano le immagini notturne satellitari dell’Europa «per illustrare il persistente spreco di denaro pubblico nel nostro Paese». Purtroppo, come si vede nella foto pubblicata da Cottarelli nel suo blog (che riportiamo qui sotto), è evidente che l’Italia appare molto più illuminata di altre regioni europee. Secondo il commissario basterebbe spegnere le luci «non necessarie» per poter risparmiare 100-200 milioni di euro subito, rispolverando una vecchia idea proposta anche dal Governo Monti. Nelle foto lo Stivale, fondamentalmente il Nord, è illuminato quanto il Belgio, Londra e altre zone dell’Inghilterra e Parigi, mentre tutto il resto dell’Europa rimane più “al buio”. La foto, afferma il commissario, è stata scattata alle 01.30 di notte, quando la maggior parte delle persone dorme, quindi le luci sono soprattutto illuminazione pubblica. Il consumo annuo pro capite per illuminazione pubblica infatti in Italia è di 107 kWh, oltre il doppio di Germania e Gran Bretagna e un terzo in più della Francia. E’ evidente che nel nostro Paese si consuma troppa energia elettrica per l’illuminazione pubblica. «Questo comporta uno spreco di denaro pubblico – spiega il commissario – (l’illuminazione stradale costa circa due miliardi di euro e grava prevalentemente sui Comuni) e un inquinamento luminoso i cui danni non vanno sottovalutati». Cottarelli ha ricordato nel suo post che non è stato dimostrato alcun legame tra intensità della illuminazione stradale e tasso di criminalità, quindi le tante luci non servirebbero a questo scopo. D’altronde, il commissario non suggerisce di spegnere le luci ma di sostituirle con tecnologie LED, riducendo l’illuminazione di strade a scorrimento veloce, di aree ad uso industriale o artigianale e di zone urbanizzate non edificate, ma non lasciandole al buio. Infine, Coltarelli ha sottolineato che è possibile risparmiare fino a un miliardo di euro investendo sull’efficientamento dell’illuminazione pubblica, attraverso forme di partenariato pubblico privato o mobilizzando fondi europei, e senza “toccare” i fondi pubblici. «Occorre un po’ di coraggio e smettere di avere paura del buio (su questo anche i gufi saranno d’accordo!)», conclude. Dopamine is the neurotransmitter that sends messages to the part of the brain that controls movement and coordination. Their discoveries, described in a paper published online today in Cell, include identification of a molecule that protects neurons from pesticide damage.”For the first time, we have used human stem cells derived from Parkinson’s disease patients to show that a genetic mutation combined with exposure to pesticides creates a ‘double hit’ scenario, producing free radicals in neurons that disable specific molecular pathways that cause nerve-cell death,” says Stuart Lipton, M.D., Ph.D., professor and director of Sanford-Burnham’s Del E. Webb Center for Neuroscience, Aging, and Stem Cell Research and senior author of the study.Until now, the link between pesticides and Parkinson’s disease was based mainly on animal studies and epidemiological research that demonstrated an increased risk of disease among farmers, rural populations, and others exposed to agricultural chemicals.In the new study, Lipton, along with Rajesh Ambasudhan, Ph.D., research assistant professor in the Del E. Webb Center, and Rudolf Jaenisch, M.D., founding member of Whitehead Institute for Biomedical Research and professor of biology at the Massachusetts Institute of Technology (MIT), used skin cells from Parkinson’s patients that had a mutation in the gene encoding a protein called alpha-synuclein. Alpha-synuclein is the primary protein found in Lewy bodies — protein clumps that are the pathological hallmark of Parkinson’s disease.Using patient skin cells, the researchers created human induced pluripotent stem cells (hiPSCs) containing the mutation, and then “corrected” the alpha-synuclein mutation in other cells. Next, they reprogrammed all of these cells to become the specific type of nerve cell that is damaged in Parkinson’s disease, called A9 dopamine-containing neurons — thus creating two sets of neurons — identical in every respect except for the alpha-synuclein mutation.”Exposing both normal and mutant neurons to pesticides — including paraquat, maneb, or rotenone — created excessive free radicals in cells with the mutation, causing damage to dopamine-containing neurons that led to cell death,” said Frank Soldner, M.D., research scientist in Jaenisch’s lab and co-author of the study.”In fact, we observed the detrimental effects of these pesticides with short exposures to doses well below EPA-accepted levels,” said Scott Ryan, Ph.D., researcher in the Del E. Webb Center and lead author of the paper.Having access to genetically matched neurons with the exception of a single mutation simplified the interpretation of the genetic contribution to pesticide-induced neuronal death. Crosby from Texas A&M University’s Vegetable and Fruit Improvement Center, open-pollinated cultivars of Habanero peppers are used extensively by US growers, but the cultivars have historically suffered from several deficiencies, including low yields, late maturity, disease and pest susceptibility, and lack of uniformity. “Transition to F1 hybrid cultivars such as jalapeño, bell, and ancho has led to greatly increased yields, earlier maturity, and superior fruit quality.” In the August 2013 issue of HortScience, Crosby and fellow researchers introduced ‘CaroTex-312′, the result of an F1 cross made at Charleston, South Carolina, between ‘TigerPaw- NR’ and UV88-2004. Crosby said that ‘CaroTex-312′ should appeal to consumers of Habanero-type peppers because of the new cultivar’s large, attractive, orange-colored fruit.”However,” Crosby noted, “the most outstanding attribute of this new cultivar is its ability to produce high yields, particularly early in the season.” The results of three replicated field studies conducted at Charleston in 2009 and 2010 showed that the total yield of marketable fruit harvested from ‘CaroTex-312′ equaled or exceeded the yields of total marketable fruit harvested from the ‘TigerPaw-NR’ parent, or from the open-pollinated control cultivar Habanero. “More important,” Crosby said, “we found that average early yield (first harvest yield) was 19% of total yield (total of six harvests) for ‘CaroTex-312′, but only 4.7% of total yield for ‘TigerPaw-NR’ and 4.2% of total yield for the open-pollinated control cultivar ‘Habanero’.”Observations of a number of ‘CaroTex-312′ plantings in Texas and the results of prior research with the parental lines used to develop ‘CaroTex-312′ also suggested that the new cultivar has several potentially useful disease-resistance attributes.The yield attributes of ‘CaroTex-312′, particularly its potential for producing high early yields, should be especially appealing to growers trying to widen their marketing window. “We recommend ‘CaroTex-312′ for trial by fresh-market growers throughout the southern United States,” Crosby said. Now, researchers reporting in Current Biology, a Cell Press publication, on November 21 provide some of the first evidence that newborn babies enter the world with the essential mechanisms for this kind of body awareness already in place.In addition to this insight into normal human development, the researchers stress the importance of the new findings for understanding atypical development, too.”The identification of these mechanisms at birth in the current study sheds light on the typical trajectory of body awareness across development,” says Maria Laura Filippetti of Birkbeck College, University of London. “Our findings may also be relevant to the investigation of early predictors of developmental disorders in infants, such as autism, where an impairment in the discrimination of self/other is believed to be present.”Earlier studies in adults showed that the integration of information from different senses is key to body awareness. If an individual watches another person’s face being touched as his or her own face is touched in the same way, the perception of self actually shifts to partially incorporate that other face. In the new study, Filippetti and colleagues wanted to go back to the very beginning in investigating that phenomenon by studying newborn babies.Just as in those earlier adult studies, the researchers presented 20 healthy newborns with a video of another baby’s face being touched on the cheek with a soft paintbrush while the newborns’ corresponding cheeks were stroked either simultaneously or with a time delay. Of course, the babies couldn’t explain what they experienced, but they did show greater interest in looking at the other baby’s face when it was stroked synchronously with their own. The babies were less interested when the face was presented to them upside down, making it less relatable to themselves.The researchers interpret their observations as evidence that babies have the essential ingredients for body perception. When what babies see in relation to their own bodies matches what they feel, they notice just as we adults do. Although studies in the past have revealed that this enzyme plays a critical role in regulating the budding of tumors, scientists have for the first time unearthed a mechanism for its mode of action.Share This:The research was conducted by Dr Dmitry Bulavin and his team at A*STAR’s Institute of Molecular and Cell Biology (IMCB), with their findings published in the 14 October 2013 issue of the scientific journal, Cancer Cell.The team discovered that Wip1 phosphatase is a key factor that causes point mutations to sprout in human cancers. These types of mutations stem from errors that are made during DNA replication in the body, causing one base-pair in the DNA sequence to be altered.These mutations can cause cancers to take root, or to become resilient to treatment. By using drugs to inhibit the action of Wip1 phosphatase, cancer growth can be stunted and tumours can be cured without developing resistance. This is a ground-breaking finding that sheds light on how mutations in cancer can potentially be wiped out with drugs, allowing cancers to be treated and eliminated effectively, preventing relapses of tumour growth.Dr Dmitry Bulavin said, “Our work on Wip1 phosphatase for over a decade has now revealed several key features of this molecule. Our current findings strongly support the use of an anti-Wip1 drug for cancer treatment in order to reduce a high frequency of mutations in the genome, which is one of the main drivers of tumour relapses.”Prof Hong Wan Jin, Executive Director of IMCB, said, “Dmitry has been the pioneering driver in the mechanistic study of Wip1 phosphatase, and this discovery is monumental in providing novel understanding on the role of Wip1 in cancer at the genomic and systems levels. Navy Veteran, Mesothelioma Survivor Benefits from Surgeon’s Personal Approach

Navy Veteran, Mesothelioma Survivor Benefits from Surgeon’s Personal Approach Sydney Rankins never heard a sales pitch like this before, and certainly never expected it from a renowned, big-city thoracic surgeon who was trying to convince her wavering grandfather with pleural mesothelioma that his life could be saved – or at least extended. “If you’re a fighter, I’ll fight alongside you every step of the way,” Avi Lebenthal,  M.D., told her grandfather, Odell Rankins, in his office that day. “And if you’re not a fighter, then why are you even here?” It sealed the deal. Rankins is a proud and loyal, 20-year U.S. Navy veteran with a burning streak of independence. Lebenthal is a decorated, former infantry unit commander from the Israeli Army with a penchant for going above-and-beyond to help other veterans. It didn’t matter that Rankins lived on a 40-acre tree farm in rural Mendenhall, Miss., and Lebenthal worked 1,500 miles away in traffic-choked Boston in the VA Health Care System. In the doctor’s office that day, they bonded like brothers. Surgery Was Key Treatment Rankins, 74, is now a mesothelioma survivor, back on his tractor (against doctor’s orders) and regularly perusing the farm just four months after a complex, 12-hour surgery that removed all visible signs of the cancer, along with repairing some unexpected cardiac complications. “I come from a health care background. I’m in the industry, but I never heard a doctor talk like that before, really straightforward, and right to the point,” Sydney said. “My grandfather liked that. He says what’s on his mind, too. It really convinced him what he had to do.” Odell initially declined a trip to Boston to consult with Lebenthal about potential surgical options. Although Sydney had made the preliminary arrangements with the help of Missy Edmunds and Carl Jewett at the Mesothelioma Center, the plan was falling apart when Odell refused repeatedly to take a phone call from Lebenthal’s staff. Rankins Originally Given Little Hope The local VA office already had told Odell he had only 6 to 9 months to live, and there was little to be done beyond palliative chemotherapy. He scoffed at the thought of multiple trips to Boston. That’s when Lebenthal called him personally, and they spoke the first time. “It was the doctor’s personal touch, his interest, the way he spoke, that really did it. Not many surgeons will do something like that, but he had looked at my grandfather’s records, and he took a real personal interest in him,” she said. “For that, I’m very grateful.” VA Health Care Worked Well Rankins was the beneficiary of the VA Health Care system, which gives veterans the option to travel anywhere for specialized care, which Lebenthal provides for veterans. The VA also helps provide travel and lodging assistance, often with assistance through The Mesothelioma Center. He spent 20 years in the Navy, serving as a boatswains mate and an electrician on several ships. He worked in the Norfolk and Mayport shipyards. He also later served as a fireman and an electrician. His exposure to asbestos, which causes mesothelioma, likely came throughout his working years, both during and after his military service. The first sign of any serious health problem didn’t come until late in 2012. Even in his 70s, he always was active: Walking the farm, doing chores, tending to the horses and cows, along with the trees and the crops. He and his wife raised both Sydney and her younger sister. “You couldn’t ever get him to sit down,” Sydney said. “That’s just the way he was, always moving, always working on something.” It was a strange shortness of breath and sudden lack of endurance that caught the attention of his family. He was diagnosed first with high blood pressure, then with fluid on his lungs. Then a lung collapsed, and he nearly died. He eventually was diagnosed in March with malignant pleural mesothelioma, which no one had expected. Find a Specialist Mesothelioma is a rare, complex cancer, and the few doctors he saw in nearby Jackson, Miss. rarely had seen it, and none had treated it effectively. They originally wanted to send him to Birmingham, Ala., but the more Sydney learned about the disease, the more she understood how much he needed someone like Lebenthal who treated it regularly. “I would tell anyone diagnosed, or their family, to look beyond where they normally would for treatment. There are experts out there who can treat this disease, but you have to find them,” she said. “You can’t just accept what the first doctor tells you.” Rankins has been back to Boston once for a follow-up after returning home from surgery. Much of his aftercare has been handled locally, but still coordinated with Lebenthal, who has talked to him several times since. He recently finished another round of chemotherapy, which left him feeling less than himself, but hopeful that he can return to a normalized life. “Boston and all that traffic was a little overwhelming. And my grandfather says he didn’t like the food much, but we were treated so well. Originally, we were told he wouldn’t see another Christmas,” Sydney said. “But that has changed since surgery. “He’s out walking again, trying to regain his strength. He’ll be out cutting grass.  The doctor doesn’t want him on the tractor yet, but he’s been there already. Breakthrough Mesothelioma Case On February 13, 2012, the Italian court announced a verdict that may have an impact on people and families around the world who are dealing with mesothelioma. Billionaires Stephan Schidheiny and Jean-Louis de Cartier, key shareholders in the company Eternit, a producer of fiber-reinforced cement, were each sentenced to sixteen years in prison for the failure to comply with safety regulations in their factories’ uses of asbestos. This class action law suit is being touted as the most significant suit yet, because criminal charges were actually placed on the owners who benefited from the profits of the negligent factories. Invented in the late 19th century, fiber-reinforced cement products, generally containing a mixture of cement and asbestos, has been favored in construction for it’s relatively light weight along with its resistance to fire and water. Production of this material has reduced significantly since the public has been aware of the risks of exposure to friable asbestos. Prosecutors in the Eternit case claimed that at least 1,800 people died as a result of asbestos-related diseases in the town of Casale Monferrato, where the largest of the company’s factories was located. According to some reports, the company conducted its asbestos disposal in the open, releasing clouds of friable asbestos into the air to settle and collect on the town’s streets. They also gave left-over asbestos to families to use at home. When evidence of the dangers of asbestos began to surface, the company apparently concealed it and continued harmful practices, intending to protect the company profits. In addition to facing criminal charges, Schidheiny and de Cartier were ordered to pay €95 million (about $126 million US dollars) to families of the victims, as well as large sums to other entities and organizations, including trade unions and the town of Casale. This is a clear victory for asbestos awareness groups and advocates of mesothelioma victim’s rights. One of the biggest challenges facing groups dedicated to raising awareness about the dangers of asbestos is the inconsistency among trading nations in their asbestos laws and regulations.
